CARES 3 Scholarship

The Early Care & Learning Council and its network of 35 Child Care Resource and Referral (CCR&R) agencies are excited to announce that the NYS Office of Children and Family Services (OCFS) and Governor Cuomo’s Administration have developed a plan to provide child care to essential workers at no cost. This allocation of funding for child care for essential workers comes to the state from the federal Coronavirus Aid, Relief, and Economic Security Act (the “CARES Act”).

Essential workers (who are income eligible*) using a regulated child care provider will receive a scholarship for the cost of care until 12/31/2020 or as long as the funds to support it are available. All OCFS regulated child care providers who are providing child care for essential workers are eligible to participate in this program.

New York State’s plan will ensure that the workforce that is needed to protect and care for the public during this pandemic will have the child care that they need that allows them to perform their critical jobs.

Child Care Scholarships for Essential Workers!

Twenty million dollars is allocated to support child care scholarships for children of essential workers. Essential workers include first responders such as health care providers, pharmaceutical staff, law enforcement, firefighters, food delivery workers, grocery store employees and others who are needed to respond to the COVID-19 pandemic. Child care costs will be covered for families of essential workers whose income is less than 300 percent of the federal poverty level – or $78,600 for a family of four – and will be paid up to market rate for each region Statewide.
